What Is the Racine TID Program?

The City of Racine's Homeowner Repair and Enhancement Program is a government-funded initiative that helps homeowners in designated TID neighborhoods improve their properties, including fences.

If your home is on a qualifying street, the City of Racine contributes significant funding directly toward your fence project. Yutka Fence is an approved City of Racine contractor. We handle the estimate, the permits, and the installation. The city pays us directly upon job completion and your out-of-pocket cost can be as little as 10% of the total project.

How the Funding Works

There are two programs available depending on your situation.

Repair Program — City covers 90%

For homeowners with an existing fence that is failing, damaged, or no longer meets code. The city covers 90% of the repair or replacement cost and you cover just 10%.
On a $6,000 fence replacement, you pay $600. The city pays $5,400.

Enhancement Program — Dollar-for-dollar match up to $10,000

For homeowners who want a new fence where none exists, or want to upgrade the material or style. The city matches your investment dollar-for-dollar up to $10,000.
On a $6,000 new fence, you pay $3,000. The city pays $3,000.
The total funding cap across both programs is $10,000 per property.

Does Your Address Qualify?

To qualify for the TID program you need to meet all of the following:
You are the owner-occupant of the home. Renters and landlords do not qualify. 
Your property is located within the City of Racine limits and not in the surrounding townships. 
Your property is on a designated TID street. For the Repair Program you have an existing fence that is failing, damaged, or code-violating. For the Enhancement Program you have no fence or want to upgrade the material or style.

TID 27 — Application window opens June 1 through June 12, 2026
Qualifying streets: Harriet St, Northwestern Ave, Prospect St, Jefferson St

How to Get Started

Step 1 — Call Yutka Fence for a free estimate

We will visit your property, assess your fence, and provide a detailed written estimate at no cost and no obligation. You will need this estimate to complete your city application.

Step 2 — Apply through the City of Racine

You need to submit your own application since Yutka cannot apply on your behalf. Use our estimate as part of your submission. The process is straightforward and we will walk you through exactly what you need.

Step 3 — Get approved and sign contracts

Once the city approves your application and all contracts are signed, we schedule your installation. No work can begin and no deposit is collected until approval is confirmed and contracts are fully executed.

Step 4 — We install. The city pays us directly.

Yutka Fence handles all permitting and installation. When the job is complete the City of Racine pays us directly. You only cover your portion with no reimbursements to chase and no city payments to manage on your end.

A Few Important Things to Know Before You Apply

Funding is limited and awarded on a first-come, first-served basis so apply as early in the window as possible. No work or deposit can be collected until your application is approved and all contracts are signed by all parties. Yutka Fence does not offer additional discounts or rebates on TID projects. Yutka is responsible for all permitting on TID jobs so that is handled by us and not you. The $10,000 cap applies across both programs combined per property.
